From policy to practice: in Port Harcourt, a critical conversation is shaping the future of Nigeria's oil and gas exports, centred on transparency, accountability, and smarter systems.
At the Federal Ministry of Finance's sensitisation seminar on the Advanced Cargo Declaration (ACD) framework, industry players (from regulators and operators to terminal managers and export consultants) came together to align on a system designed to close revenue gaps and strengthen trust across the export value chain. The Nigerian Investment Promotion Commission (NIPC) was on hand, reinforcing its role in creating a more investor-friendly and globally competitive environment.
The ACD system introduces a fully digital, end-to-end export process (from cargo declaration to real-time tracking), tackling crude oil theft, under-declaration, and revenue leakages. With strong cooperation between the Ministry of Finance, the Nigerian Upstream Petroleum Regulatory Commission, the Nigeria Customs Service, NNPC Limited, and port authorities, implementation is set to be coordinated and impactful.
As stakeholders commit to adopting the ACD framework, Nigeria's export system is evolving, and NIPC is helping to drive that transformation toward global best practice, improved efficiency, and increased government revenue.
