From 18 to 20 August 2025, the NIPC-COVEC Project and Technical Team conducted a due diligence visit to Sebore Farms in Adamawa State, as part of plans for the proposed Integrated Agriculture Park project.
Key findings included strong infrastructure (two dams holding five million cubic metres of water, a 5MW solar power plant, and warehouses and factories), alongside a clear land title covering 15,000 hectares ready for investment and an established ecosystem anchored by a thriving local yoghurt industry and skilled workforce.
Challenges remain, including Adamawa's classification as a "red state" by the Chinese government, which restricts public funds. With NIPC's facilitation, stakeholders are charting a three-pronged path forward: engaging Chinese private investors, exploring a land-leasing model, and pursuing a diplomatic review of the security classification.
The visit was led by the NIPC team in collaboration with the COVEC Technical Team and hosted by Senator Abdulaziz Nyako of Sebore Farms. Next steps include forming a Joint Technical Team, conducting private sector outreach, and signing a framework agreement to de-risk the project and attract investment.
